CreateInstall is a free program that guides you to create setup packages easily, using a graphical interface and a few dialogues. The program lets you create shortcuts anywhere you need to, place files in locations needed for the installation and of course to prepare an uninstaller in case a user decides to uninstall the program.
Beyond basic directions you are asked to provide, such as the name of your program, installation directory, your brand, etc, you can even select several setup languages, your logo, colors, and more.
