SKTimeStamp is a free shell extension adding a page to Explorer properties, to let you change (“touch”) file and folder dates.
SKTimeStamp can change dates on multiple files or on a single file.
It incorporates itself in the file and folder properties card, and it works.
If you need such functionality (even rarely) you will appreciate this extension.
