CherryPlayer is a free and (if you prefer that) portable application featuring a modern pleasant interface. You can use it to play video and audio files, connect to the web for streaming audio, even handle YouTube videos.
As is normal with any media player you can use this one too for the editing of your playlists. When you compile a playlist you are able to add any media file you like including web streams.
CherryPlayer lets you also find audio and video files on line without opening a browser, even save media files from streaming sources, including LastFM and Billboard.
The program is successful in handling and combining on line and off line media files to let you create your playlists just like you want them, even save remote media on your disk.
