Viena SoundFont Editor is a free and convenient program that helps you to make instruments and create your orchestra.
The interface is not anything exciting but its easy to use. The program is able to customize SoundFont files or create them from samples.

As is usual with sound editors, Viena uses a waveform to visualize sound properties, letting you understand and change them easily. Several filters are available, such as pitch change, normalization, etc.
