JPEG Lossless Rotator is a free (for non-commercial use) program that will let you rotate your photos keeping the quality of the original. Some images, especially those that come from scanning, need to be rotated.
Some editors decode the photo, rotate the bitmap and then they re-encode it back to JPEG. This process decreases image quality even slightly.
Unlike such tools JPEG Lossless Rotator won’t recode a photo but performs lossless block transformation instead, so that the rotated photo has exactly the same quality as the original.
